In a struggling Po valley village, the local priest and the communist mayor are locked in a perpetual rivalry for community leadership. Despite their underlying mutual respect and friendship, political ideologies keep them at odds, mirroring the nation's broader divisions. The mayor aspires to establish a "People's House," while the priest dreams of a "Garden City" to aid the impoverished. Tensions arise between social classes, believers and non-believers, and even among couples. Yet, beneath the village's tough exterior, the residents possess a deep-seated goodness at heart.
